Project Description:
The PR-22/5 project involved a competitive bid for the brownfield concession of an existing toll road network in Puerto Rico, led by a private consortium seeking to assume long-term operation and maintenance responsibilities. As technical advisor, we provided critical input to support bid preparation, with a focus on evaluating the existing civil infrastructure and identifying strategic opportunities and risks.
Our responsibilities included developing a rehabilitation strategy for stormwater and utility systems, assessing residual life of key assets, and reviewing operating standards and performance requirements. We also identified potential liabilities and maintenance obligations for the concessionaire and worked closely with financial, legal, and traffic advisors to align the technical approach with the overall bid strategy. The work supported a technically sound and commercially viable bid submission for one of the region’s most significant infrastructure concessions.
