Commissioned by the City of Los Angeles CAO’s office, this project involved a comprehensive technical and financial assessment to determine the future development strategy for the Los Angeles Convention Center. Our team conducted due diligence on the existing facility, evaluated multiple procurement options—converging on a Design-Build-Finance-Operate-Maintain (DBFOM) public-private partnership model—and performed value-for-money analysis based on lifecycle cost, revenue potential, and operational efficiencies.


The assignment included stakeholder market sounding, risk analysis, and the development of actionable recommendations for a future-proof convention center that aligns with the city’s economic and tourism goals. Our work provided the City with a roadmap to deliver a modernized facility supported by sustainable funding and long-term operational performance.
